Russia’s Kolobnev Escapes Doping Ban

The Russian cycling federation has decided not to suspend Team Katusha rider Alexandr Kolobnev after he tested positive for the banned diruretic hydroclorotiazide at the 2011 Tour de France. The federation, citing unnamed extenuating circumstances, issued a warning and a $1,560 fine. Cycling’s international governing body UCI can appeal the ruling later this year. The World Anti-Doping Agency has for the country’s lax anti-doping controls. Kolobnev is the 2008 Olympic bronze medalist in the road race.
